I have been noticing more and more cars with loud stereos in the hood lately but what threw me off was that these people had their windows rolled up.
Since this is a regular occurrence, I took a better look each time and noticed those people are sticking PA system speakers behind their bumpers. Those people call them "Power Horns". Here is a sampling of these systems that I found on YouTube with several of those people claiming that it can be heard 1/4 mile away:
I saw a few at the gas station today and I find it odd that they will invest money in stuff like this yet never put more than $10 of gas in their car at a time. This is sickening and needs to be stopped.

910 E. Davie Street Raleigh, NC - South CentralI sit in the carpool lane at Hunter ES between 2:45-3:45 during the week. Most days there is a group of young teens who hang around the park. They are loud, use vulgar language, litter, and encourage fighting. I've seen 3 fights there over the past 2 weeks. The police have been called but by the time they arrive, the kids scramble or break it up. They are also videoing the fights. This is a major concern since there are young children who walk home right by that park.
581-599 East Hargett Street Raleigh, North Carolina - South CentralPlease consider adding a "no parking" sign to the north side of E. Hargett St. in front of the Wake Young Men's Leadership Academy. There are two issues with parking here. I live on Hargett at Monie Ln. and my neighbors and I have had many close calls trying to pull out of our neighborhood. We cannot see around the parked cars as we pull out of Monie Ln. and onto Hargett. Two, I have many times observed the school buses being unable to pull up in front of the school to pick up students because there are cars parked there. This is a safety issue and loading these kids safely on the bus should be a priority. Thanks for your consideration.

This dilapidated & disgusting house has been falling apart for years, and I posted a SCF ticket 671220 for this previously. The owner pulled a permit to do some work on it, and they've done nothing but create even more of an issue.... They pretend to tear the house down but just pile brush & such all over the curb (often obstructing the right-of-way). The house smells horrible & has rats running around in the yard at all hours.
PLEASE, CoR, please fix this immediately. It's a huge health hazard and an eyesore to downtown Raleigh.

It's Saturday so no work today. There is the distant hustle bustle as neighbors walk their children to Spark Con over on Fayetteville Street. Wow it's great to live near downtown Raleigh. Then I hear the monstrous noise of a MOTORCYCLE. Stop Sign. Sputter Pop, Pop, Pop. Accelerate, louder, then louder, then vroom Pop, Vroom Pop. I hate Loud Motorcycles. Quiet, Birds singing. 10 minutes later. A second motorcycle. And you know the rest. My beautiful home and city subjected again to a monster invasion. What Can I do? Where are the Police? Why are these people allowed to inflict their noise on others? They must be deaf by now. Where is the City Council? Are we afraid of these Bullies on two wheels? I know I am. That's why the reported address is not where I live. But an address where these same motorcycles can be heard.

See past issue #127258. This house now looks even worse and is literally falling apart. The wrap on it is mostly gone, and vagrants continue to be able to take shelter around it. The grass is high again.
On that note, the two rentals to the right of this on Freeman are falling apart, too. Do they meet minimum housing? There are always many people hanging out there. Are they exceeding capacity? 826 Martin is unsecured and has homeless people living in it, also falling down. 807 Martin continues to have people coming and going in masses and appears to be running some illicit activity from it and past capacity.
RPD had made a push way back with the mobile command bus in this area, and it unfortunately seems to have been again forgotten. Let's take a fresh look at these abandoned and problem properties and clean up the neighborhood. If your house has been boarded up for years with no activity towards renovating it, it's time to tear it down or sell it. They end up as blighted properties or homeless and drug shelters. There are cuts from the quad at 811 Davie to Martin on two lots that need to be secured. There are drugs dealers and prostitutes everywhere, and it deserves some special attention from the City.
Private investors are moving in and renovating stuff. They are doing the City a favor, and it's time the favor was returned.
