    This is a residential zoned property and Belleair PD is using it as parking to either do paperwork or conduct speed enforcement. This breaks Article 2 Division 2 section 58-57 (a,b,c,d) of the Belleair code of ordinances, Code 1980, § 13-24(a); Ord. No. 411, § 1, 3-18-03). Neither are they there under the capacity of any emergency under Article 2 Division 2 Sec. 58-59 (b,1) (Ord. No. 411, § 2, 3-18-03; Ord. No. 414, § 1, 7-15-03). Therefore any moving violations given from an officer that was sitting at this location given they were there under non-emergency conditions shall be considered null and void based on the Code of ordinances of the Town of Belleair. There are also jurisdictional codes when it comes to the middle of Melanbacher Rd. North & South when the City of Largo is concerned. Please take this into consideration and notify your Police officers this residential lot is not city property nor did the owners consent to any police activity on their property as of 11/09/2018.     At Belleview Inn a company was working on hydro along Belleview Blvd. and chain-sawing a tree at 8 pm to 8:30 pm on Feb. 28, 2018. They did not do this during daylight...WHY? I reported this to the Security staff at the bridge for Belleview Biltmore Villas neighborhood. I was told that they were allowed to work. The residents are given strict rules about work hours and noise making. Why can this company do this ? If they had a permit, why did they not do it during daytime? I took video and pics. Due to nighttime they are not clear but you can see the tree being lifted in the one below.

    Every Wednesday from approximately 10:30 AM to 1:00 the Powell Property Maintenance lawn mower trucks block the westbound lane of traffic. I'm wondering if they could park their big trucks on Pelican Place property where (I guess) they are working?
