Please look at the Link Below to the Fox News 13 news story aired on May 14, 2019 regarding the unlicensed contractor and non-permitted front & rear stairway railings and second floor catwalk/balcony railings at this forty unit apartment complex for 55+ aged residents.

Review of the photos are a small sample of the existing danger of the unlicensed, non-permitted and substandard installation.

Story On Front Page of Fox 13 Website

    http://www.fox13news.com/news/local-news/palm-harbor-apartment-management-fined-for-hiring-unlicensed-contractor-for-repair-work

The unlicensed non-code work is in a stage of partial completion - and renders the property in a dangerous condition due to the unlicensed & non-code replacement railings on staircases/catwalks/balcony on the front and rear of the property.

Much of the now cracked installation areas are improperly filled with grout - instead of cement to hold the railings in place - not to mention the non-code substandard installation and improper height issues with the railings themselves.

A). When will the existing dangerous condition left on the premises of this 55+ age community be addressed - as nothing has been addressed since the Stop Work Order from May 6, 2019 - elderly residents are at risk.

B). Allowing the residents to continue to be exposed to the continuing dangerous conditions posed be the unlicensed contractor work product on both the front and rear stairway and the catwalk/balcony areas is an accident waiting to happen. Either the grout anchoring these improperly designed and installed railings will give way or the non-standard railings will themselves cause an accident. This needs to be addressed forthwith, before a terrible accident occurs.

Thank you for your anticipated prompt response, diligence and professionalism.

Please provide a brief comment and/or response to each inquiry numbered 1-4 below

    1. What is the next step regarding this Stop Work Order from May 6?
    2. When will the existing dangerous condition left on the premises of this 55+ age community be addressed ???? - as nothing has been addressed since the Stop Work Order from May 6, 2019?
    3. There is tremendous liability in allowing the residents to be exposed to the continuing dangerous conditions posed by the unlicensed contractor work product on both the front and rear stairway and the catwalk/balcony areas is an accident waiting to happen. Either the grout anchoring these improperly designed and installed railings will give way or the non-standard railings will themselves cause an accident. This needs to be addressed forthwith, before an accident occurs.
    4. On May 15, the Pinellas County Building Department (Verified Official) advised:
"Yes, and out inspector and our department is on top of it. We will issue two court citations today."
& also advised Pinellas County Building Department (Verified Official)
"We are aware of the situation and it is currently a Notice of Violation."
Please clarify what is the difference between a Court Citation and a Violation?? What has actually been issued the the resulting timeframes?

Thanks for your continued diligence and professionalism in protecting the public and the residents of this 55+ community from the dangerous conditions caused by: the unlicensed contractor, the non-permitted installation, the improper installation and the non-code railings themselves.

  • 6776-54th Ave. North Saint Petersburg, Florida - Commission District 7
This business in on a corner of a residential neighborhood. My home is located near the business property. The lawn service that is contracted with this property arrives every Monday prior to 6:30am to cut the grass and blow the parking lot. I do not know exactly what time they arrive I can only tell you that my wife & I are woken up at approx. 6:30-6:40am every Monday morning to the sound of mowers & blowers. I am uncertain as to the regulations for noise in a residential area, however my wife & I do not get up this early. Please advise if there is any regulation covering this and if so if you are able to assist in putting a stop to such an early activity.

From 66th st N down 49th Ave N to 71st Street the storm drains are clogged up again with weeds, debris, trash, etc causing flooding even in smaller rain storms. Every year the county comes out and scoops them out - they have not been this year and the water does not recede & drain as it should

I'm not sure if this is an actual code violation, but it certainly will effect property values in this neighborhood, and has everyone talking. This was just sold, the new owners are fixing it up to rent it, always been known as the "crack house", in terrible shape, rotting roof, outside walls are rotted, outside stairs rotting, none of the railing is to code... etc. etc. This "fence" is an eyesore, and not actually a fence, it's a piece of corrugated plastic that would normally be used on a porch roof.... and a scary start to their renovation. if you can't help me please let me know who I need to contact.

This boat has been parked in his front yard for many many months. They need to take it to a storage lot like everyone else.
  • Vacant Lot Next To 6684 54th Avenue North Saint Petersburg, Florida - Commission District 7
This vacant lot continues to be neglected and is a health hazard which is attracting snakes, rats and vagrants. The owners allow the grass/weeds to overgrow and the lot to become full of trash. I have submitted codes compliance issues on this same property at least 20 times in the past many years. The only time the lot is cleaned up is after a complaint is submitted. What is it going to take for someone at the county to fine these owners? It’s obvious that they are a repeat offender and should only be allowed three days to correct the issue before they are fined. A fine may be the only effective way to get these owners to be proactive instead of reactive regarding lot maintenance.
