Hello, I have attached 2 video files of a neighbors back yard. There is chest-high overgrowth, 2 pits that hold/contain water for mosquitos, many snakes, rodents and possum that venture on to our property with regularity. A code enforcement officer has been out numerous times over the past several months and cited them with zero results. I am more concerned with the holes/pits containing water for mosquito habitat as we seem to have an unusually high number of them this year. Also, the debris may house snakes, rodents and other critters that may not be pet friendly.
What are my options?

Resident continues to dump grass from his lawnmower bag in the gutter in front of his residence which is one house down from the storm drain for the block. This block does flood during high rain episodes. Can this resident be notified of the municipal ordinance against dumping into the storm drain.
