Does a homeowner need a building permit for construction of a new stone retaining wall, and granite stairs?

Bags with lawn clippings have not been picked up in over 3 weeks.

For 3 years I've been calling the city's tree warden,Steve Laden about this tree, last summer after ignoring, my calls for months I sent a email to the mayors office. Mr Laden finally came out with an Arborist , who said the tree was dead.... fast forward a few months, a tree crew comes out, but cuts down a tree in front of 138 Flanders, this time Mr Landen shows up with a different arborist who proclaims the tree just needs some medication. Not once was this tree treated,a free branches were cut off. here we are again. 7/1/2020.The tree starts prematurely dropping it's leaves at the end of May, every day I am raking up leaves sometimes twice a day.from May till December .. I have been calling Mr Laden for the past several weeks, again he is ignoring my calls, my neighbor has call as she too is now raking everyday, she called save a tree. A very nice gentleman came out. Said the tree is definitely sick, and the city has no budget for trees, but for 3000.00 he could get the city's OK to take the tree down... Why should we have to pay for a sick, dying tree that belongs to the city, and is on city property .don't we pay enough taxes??Why hasn't Mr Laden as the city's tree warden returned any of our calls?? or come out and treated this sick tree that is very old, why should we have to rake everyday during the spring and summer. It looks like fall out front every day. And i's just not fair.. do your job.,.

Tree is continuing to hollow out. There are several branches with hollowed areas. This is a hazard and can pose electrical issues once they fall.
