This is a light that serves the shopping/hotel area on 9 just north of IBM...but it's turning red at all hours during the overnights, when all the stores have been closed for hours and won't be opening until sunup at the earliest.
The light is a particular problem for southbound travelers on 9, especially when there's bad weather. It's 3 in the morning, there's freezing rain, you're going downhill, there's an 18-wheeler on your tail...and all of a sudden the light turns red?
Good luck stopping, even for a careful driver.
The years of drivers having to stop unnecessarily have also taken a toll on the road, which is washboarded near all three signals on the hill. The other two are properly timed (for now, anyway).
If the timing is off at 3 in the morning, it's probably wrong for the rest of the day...and maybe it's contributing to the eternal slow flow of traffic along that stretch of 9.
