Are you able to catch him and hold on to him? I know some people in the area who work with rescues who can probably help find this guy's owner. Getting him off the street should be #1 priority though. between cars, other dogs, and evil people - it's dangerous out there.
If you have no where to keep him in your house, you can try to put him on a leash and even put him in the back seat of the car (windows open) while you wait for someone to come pick him up.

Understood... You are always best off trying to get close by crouching down with some food in hand (lunch meat works well) and use a belt or a neck tie in a loop and place it around his neck like a leash (tie it like a lasso). If he's aggressive though its' best to report it.
I'm in the area and will keep an eye out.
