Description

People are living in their RV's. on Filbert, taking up valuable parking spots. These persons have started to store/dump materials outside of their RV's. Street perpendicular to Filbert is full of homeless person living in tents, collecting trash. Drug paraphernalia and used condoms have been seen laying around. Area is a complete health hazard and likely not safe.
