On 01/22/20 I inspected the area of Bay and Erie Street Approximate time of 2:45-3:15pm. No Mobile food truck activity was observed.

The problem is the food truck operates on Friday and Saturday nights typically after 9pm when no one from the city is around. When the issue is reported to police, they do absolutely nothing. This cart is placed in the no parking area, very close to a crosswalk, blocking visibility for pedestrians crossing Bay Street and again, no action by police.

1/26/20 Area was inspected again, approximately 4:30-5 pm. No sign of any mobile food vendors. This is a a Sunday. I will let the other inspector know about late Friday and Saturday mobile vendor but we do not work 9 pm hours..
FYI: Our later day inspectors end at 7 pm, unless we are given permission for overtime, which we would need, and our directors approval.

There is no city ordinance banning mobile food vendors from the Historic Downtown SID. Although the Historic Downtown SID passed a by-law saying that they do not want mobile vendors in their SID, they ( the SID ) would have to enforce it. We can only enforce city ordinances and New Jersey State Law.

Than this should be directed to the SID so they can enforce this

Police can enforce this too, but they don't. This cart is ALWAYS in a spot where parking is not allowed because it is too close to an intersection. So people can't park their car but this establishment can dump a cart / small trailer on weekend nights? This cart is often placed right up to the crosswalk.

As a resident, I see a business suddenly operating in an area where businesses of this type - a temporary food trailer - never operated before and I, as a resident, apparently have zero rights and zero recourse in regards to the noise and disturbance that this temporary business brings. Again businesses rule and can do whatever they want (operate close to an intersection where cars can get ticketed if they park that close to an intersection, have a generator operating close to private residences, plus lights and noise), whenever they want (conveniently operating outside of enforcement hours of the city), and residents just need to shut up. That is the message that Jersey City is sending.
