    The property has numerous animals like chickens, ducks and geese and I'm not sure what all. We're unable to see exactly what is there because of the high fences around the property and overgrown foliage, but we hear them squawking. The is definitely a health issue because of all the rats and mice coming from her property onto the neighboring properties.

    Hello. There is a lot of excavation, dirt moving and tree removal taking place on the lot across the street from 5609 Crystal Springs. This lot (and the waterfront lot to the west) are owned by P. Kenyon Kellogg. Mr. Kellogg HIMSELF has been doing this excavation with a large backhoe, typically ONLY on weekends. There is no permit visible.

    Is this even legal? We live on Mandus Olson Rd off New Brooklyn and a neighbor (Evergreen Acres) at 8929 Mandus Olson rd NE has been hosting events at their property lately. Many cars (close to 40 or 50) were parked on the street this weekend, on both sides of the road, obstructing traffic and limiting passage to a single lane.
    Additionally we’ve heard that they are planning more events on a regular basis. Their website indicates that they may be planning to develop an event center of some sort.
    Can someone please check into this to alleviate this problem if possible. Or steer us to somebody who can

    In reference to the previously reported illegal dumping issue at 11815 Miller Rd, it should be noted that while the street address of the offending residence is Miller Rd, the actual problem lies mostly at the back of the property along Manzanita Lane. Problems include several abandoned vehicles and unpermitted buildings constructed of metal and wood. This mess has become progressively worse during the last 2 years, with more vehicles being abandoned and more shacks added.

    Homeowners uses public land for parking. Their fence encroaches on public land. They have now paved a new area on public land for parking.

    North side of house has empty containers, furniture, appliances and scrap materials. Back of the house has the same assortment of junk going into the woods. Has a junk pile in the car port but it has been covered by a tarp. Rat and racoons have been seen in and around the junk piles.

    This property is contains critical wetland areas. As a result there is a No Disturbance Zone established to protect this wetland.

    In the accompanying image, which came from BI Planning Dept., you can see the No Disturbance Zone indicated with horizontal lines.

    The owner continues to mow in this area which is under SEPA conditions. The SEPA conditions were implemented through the Reasonable Use Process, RUE12899.

    Please enforce this requirement.

    This property has many (15+?) goats and other livestock that are emitting a foul odor that is making it impossible to enjoy our own property.

    The dog barks at all hours of the day and night. We, along with a number of our neighbors on the west side of Manzanita Bay, have filled out barking logs and have mailed them to Animal Control. The dog can even be heard all the way on the west side of Battle Point Park.
    We were told by BIPD to report this issue by calling 911. We did and animal control was notified of the issue. Animal Control told us to contact our City Councilmember even after a number of the homeowners in our neighborhood have mailed in the required backing logs. On a separate occasion, we spoke to a BIPD officer at Battle Point Park. He informed us to make contact with the owner.
    6.04.060 Howling and barking
    It is unlawful for a person to keep or harbor any animal exclusive of livestock and domestic or fancy fowl which habitually howls, yelps, whines, barks, or makes other oral noise in such a manner as to unreasonably disturb others. Any such animal is declared to be a nuisance and may be seized and impounded if the disturbance reoccurs after the animal’s owner has received three warnings within six months from the animal control authority. (Ord. 91-41 § 2, 1991)
