The stop light line is too close to the intersection. Inattentive drivers stop in the intersection, causing congestion (though much less lately with all the traffic cameras). Also forces a very tight 90 degree turn which has most drivers driving over the lines anyway. Short term and most ideally, move the paint back. Long term and more expensively, consider relaxing the exit turn on this off-ramp to 45-60 degrees to improve flow.
