i have a 4,000 water bill i been fighting the city of phila ,to correct the charges,but after 2 years no help from anyone? my water charges are $50 per month,last year i got a bill for $5,200 ,they charge me over and over ,for the same month? please help ! they kept thearting me for a shut off !
