5/22/2014 - Thanks so much for your communication with Richmond City Government online. With regard to the steel plate in the ground, an order has been setup to dialogue with Richmond DPU Mgmt (20020941403) about what is happening with the plate at this location. Normally metal plates are set on the ground when a plan for sub-surface pipe work is to take place. Checking to see if the pipe work is near execution
