Drain at corner of Elmwood St and Elmwood Terrace is sunken, and raised ring of asphalt around it prevents water draining and forms a pond after every rainfall. Can anything be done?

They have addressed this issue and vacuumed the puddle out. However longer term solution will be addressed but will take time. Please bare with us during this process. Thank you
