Update from Community Services: In order to have a dirt alley paved, all the property owners whose properties abut the alley in question would need to agree to join what’s referred to as a 'Special Assessment District' (S.A.D.) The SAD would be created and funded by the residents affected by the improvements, in this case a paved alley.
