What is being drained directly into our canal?!?! Is the area just white from erosion of the mildew-stained concrete? Or is that some sort of mineral?

Update from SPTO Supervisor:
All American Concrete are using well points to put in sewer lines. The well points dry up the locations and pump the water from the hole so they can work.
In the process sand and lime and calcium come from the ground into a bag to filter. Some will still discharge, it is basically earth that's being seen but no toxic waste/material.
