Description
There's a relatively new traffic signal at the intersection of Cadieux Rd and Frankfort St. I believe that when this signal was first installed, it operated normally during school hours and then flashed amber for Cadieux at other times. Now it is performing normal Green-Amber-Red operation all day and night.
Stopping traffic on Cadieux when there are no students or other pedestrians wastes fuel and citizen time. In my experience, the signal at Frankfort is not timed, in any way with the signals at East Warren or Chandler Park Drive which means even more time and fuel is wasted.
My request is to review the requirements for the signal at this intersection and consider limiting its operation to when classes at the East English Village Preparatory Academy are in session and actually require the pedestrian safety provided by the signal.
You might consider one of the "push button" Pedestrian Request features we see at some intersections so that early or late students can still request a green light/walk signal to cross Cadieux.
You could also consider one of the Pedestrian Crossing signs that go something like "Stop for Pedestrians in Cross Walk -- State Law."

The signal, which I understand was installed to help students at the nearby school to safely cross Cadieux Rd, operates normal Green-Amber-Red 24x7 which wastes fuel and driver time when there are no students or other pedestrians needing assistance. The signal should operation Green-Amber-Green from the time students are likely walking to school, say from 7:00am M-F until the schools end-of-day with provision for popular after school activities, say 5:00pm. At other times, in my opinion, it should flash Amber for Cadieux and Red for Frankfort St (and the school grounds).
