  The Department of Public Works is the department responsible for the care and maintenance of the grass borders and sidewalks throughout the city. DPW's policy is such that if a resident attempts to improve a loam border they will let the improvements remain. Inspectional Services has reported that they have been out to the location twice, once with DPW, and have spoken with the resident who indicates that the area was mulched because of dead grass. They have asked the resident to address the filter fabric to avoid any tripping hazards and will revisit the site.

  Resident has removed landscape fabric and some mulch. Loam border is now a wasteland of murdered grass. It has looked like this for more than a week. This is bordering on vandalism.

  The best time to re-seed is after August 15th / early September. Will check in with DPW to ensure that this is promptly scheduled.

  So September is over and still no movement on this issue. No reseeding, no clean-up, nothing.
