When the city repaved jersey Ave around a year ago, they dumped the old blacktop from the street in the alley between 4th and 5th street. It raised the ground up several inches and it is not level. This is causing flooding in various garages now when it rains/snows. They city should either remove the debris or level it and make sure there are channels for proper drainage.
