It is not enough to assign the Highway folks to fix this issue. Check how many time the town fills potholes on this road vs what it would take to fix the road. Town employees repair Evergreen Road several times a year, full days, full crews. The planning board allows "million dollar homes" to be built without addressing this MAJOR issue of the road.
