Sharraxaadda

there is water flowing on the north side of bridge but large rocks were placed to block any water to flow down south side.It has been blocked since the new bridge was completed. Wild Animals have no water from creek on South Side going towards Leedy Estates and they have became a nuisance to property owners destroying gardens, Trees and other property to get water to stay alive. Why is the south side blocked anyway?
