Hi, there has always been thru traffic especially during rush hours at excessive speeds, now that the weather has warmed up see a large increase in speeding in front of our home on Valley Ln, and cars turning into Ridgeview at high speeds, there are multiple walkers and kids who walk or bike and fear someone will get hurt. We’ve had cars going so fast it’s hard for me or neighbors to cross to the sidewalk on Valley Ln. Please let me know if I can share any additional information that may be helpful. Thank you

Thank you for informing the City of Edina of your concern. It's understood drivers may be using Valley Ln and Ridgeview Dr as a cut-thru for Crosstown HWY 62 and HWY 100.
Can you be more specific for what you are requesting?
Are you requesting police patrol in the area?
Should an intersection be studied for crosswalks?

Thank you for your follow up response. To address the issue on getting to the city sidewalk safely, ideally a lighted crosswalk would be very helpful. As it relates to the speeding, ideally speed bumps would be helpful. Please note, I rarely see patrols during rush hour monitoring the area. It was nice speaking with you this afternoon. To recap our conversation; you're requesting the intersection of Valley Ln and Ridgeview Dr to be reviewed for a crosswalk.
I'll be speaking with a Sergeant in the EPD about patrol through Valley Ln.
I checked the speed limit sign you mentioned that is near one of the Nine Mile Creek Regional Trail maps. I'll bring this concern also to the Traffic Safety Committee about if it could be moved to improve visibility.

The EPD is working thru many requests for speed limit enforcement and I'll remind a Sergeant to have his portion of Valley Ln/Ridgeview Dr on their list.
In regards to your crosswalk request, video has been collected but not yet analyzed. A number of studies are needing review, so I continue to ask for your patience.

Thank you for your patience with this request. City staff reviewed the traffic study data at this intersection and it was found a crosswalk over Valley Ln/Ridgeview Dr did not meet warrants, so a crosswalk is not recommended at this time.
However, with future anticipated road work coming for this portion of Valley/Ridgeview, staff will review this intersection again, prior to then. I currently don't have a timetable as the project is anticipated to be outside of the City's 5-year Capitol Improvement Plan.

Hi Neighbor,
That's a great question. Crosswalks are a tool to inform drivers where pedestrians tend to cross the roadway.
In 2018 Edina developed a crosswalk policy that intersections must meet in order to install crosswalks. Requirements include minimum crossing volumes of 20 pedestrians in a peak hour OR average 18 pedestrians in two hours OR average 15 pedestrians in three hours for staff to recommend installation.
Other requirements include site distances vehicle volumes.
Studies have shown if crosswalks are installed in unwarranted areas, they provide an adverse effect towards pedestrian safety by providing a false sense of security.
With future work anticipated, staff is planning to study this intersection again to see if a crosswalk can be designed into the roadway.
