Per DPW: The bamboo is on private property.

No it is not. This bamboo is growing between the end of the homeowners yard and the road which is a public easement. The homeowner needs to be engaged as they are directly responsible for this contamination of the environment but the remediation of it in the public property side would be a county issue I would think. Thanks for asking.
