You are absolutely right. The car making a right hand turn always has the right of way. This drives me crazy also - not necessarily at the intersection you are refering to, but many others around town.
Guess a lot of folks missed that question on their drivers test.

Sorry - but you are wrong. If there are two cars, across from one another, and one is making a right and the other is making a left, the right hand turn ALWAYS has the right of way. I think SirRealOne must be one of the left hand turn offenders! Please don't do it - you will cause an accident for all those that go by the rules of the road.

Left hand turns should always yield . Same problem with those making a Michigan left to head East on to Square Lake versus those heading North then turning right off of Lahser. Disaster zone.

At the intersection here (Woodward and Bloomfield Parkway) the vehicles turning right have the right of way.

There are some cases (where the cars turning right are exiting a parking lot from a driveway opposite a Michigan left) in which the left-turning cars have the right of way, unless a sign says otherwise, since the left-turning cars are already on the roadway, and the right-turning cars are attempting to enter the roadway.

I fully agree with the right turning car has the right-of-way, but that is not the point. The person who came-up with the formula "1 right turn, plus two left turns= 1 left turn" is a credit to the term "IDIOT".

My understanding after investigating this issue is that vehicle making Rgt. turn from the parkway are required to turn into farthest right thru-lane. Turnaround S/B to N/B WW traffic should turn into far left lane. Any lane changes from that point forward must be made in a safe and legal manner... I believe the problem is both parties are trying to cross all lanes of traffic at point of turn

(a) Both the approach for a right turn and a right turn shall be made as close as practicable to the right-hand curb or edge of the roadway.
d) Where both streets or roadways are 1-way, both the approach for a left turn and a left turn shall be made as close as practicable to the left-hand curb or edge of the roadway.
Michigan Vehicle code 257.650
At an intersection at which a traffic signal is located, a driver intending to make a left turn shall permit vehicles bound straight through in the opposite direction which are waiting a go signal to pass through the intersection before making the turn.
Therefore - Since right turns don't have a "straight through option" - right turns into nearest right lane and left turn into nearest left lane simultaneously. Neither has right of way over the other...
