I called about this issue. I think we need to make a nightly record of exactly what time it occurs if you want fines to be enforced. It was 10:30pm tonight when he was here and idling. I think it occurs a little earlier than described. It is a Balford Farms trucks making deliveries to starbucks (if we are talking about the same truck).

Yes balford farms. Its actually the refrigeration unit on the truck. At least it was the first night. Last night didn't sound like the refrigeration unit, it could have been engine. They are also blocking a lane of traffic.

He arrived again today (10/2/11) at 10:55 PM. He shut is truck off, started his delivery, but his refrigeration unit kicked in at about 11:05 PM. Its an engine itself.

10/4/2011 - 11:30pm: This time he is parked on 3rd St in front of Starbucks idling.

Its the refrigerator unit running on and off by itself. The trucks cannot idle for more than 2 min in park or else it automatically shuts off by itself. I know that because I drives a Balford truck.

I'm moving in the next month so this no longer applies to me.
