If it has been there for years, but you are just now repoeting it, that is why it hasnt been fixed. It is not clear from your picture where it is coming from. It would either need to be reported to Dekalb Watershed (https://www.dekalbcountyga.gov/watershed-management/watershed-management) or to the building/property owner to fix.

The drainage is past the MARTA station walking southbound on Church Street. It’s in a little walkway like if you’re walking to the parking lot that’s on the right hand side
