Hello - We have driven your alley and noticed the low spots - we do understand as this is a common issue throughout the city. To answer your legal question - Citizens are not allowed to add to the alley material - this would be considered a violation of city ordinance - Sorry to tell you that - but we do appreciate you are coming from a good place to offer assistance - other than the standard maintenance the department can do the only other option is…(forgive me we have a standard input that will post next)

Update from Community Services: In order to have a dirt alley paved, all the property owners whose properties abut the alley in question would need to agree to join what’s referred to as a 'Special Assessment District' (S.A.D.) The SAD would be created and funded by the residents affected by the improvements, in this case a paved alley. I will be taking this to City Hall, this has been open for over a year and nothing has been done. I will be putting the city on notice, that if I flatten a tire due to the metal storm water covers above grade, I will bring a lawsuit aganist the city and the code department. All four of the entrances have the same erosion issues as stayed in the requests that are still open. This is unacceptable.
