Traffic heading into town on 4th Street will back up in the right lane to turn into McDowell and block the intersection and therefore the exit from the County Parking Deck onto 4th Street for multiple light changes. Tempers and frustration levels of those trying to exit the deck are growing on a daily basis. Signage needs to be posted instructing drivers not to block signal light intersections.
