You have a one way street turning onto another one way street, with a two way street on the other side. When the light is green, everyone can enter the intersection. When it's red NO ONE can enter the intersection. Seriously, go look for yourself.

The purpose of this traffic light is for foot traffic. The only time this turns red is when someone pushes the walk button.
