This happens all the time around the District on Tuesdays when recycling is suppose to be picked-up. The District government should be ashamed of the horrible services it provides its tax paying citizen. We should take our recycling and dump it in front of the Council building or even better at the home of the head of the Department of Sanitation and let the government pick it up there. No wonder the District has a rat problem!! DC GOVERNMENT GET YOUR ACT TOGETHER!!!!!!
