Hey, I have no doubt that it is dangerous and 100% believe what you say, not that me believing you or not has any impact on fixing issues. Victor quit quite awhile back, unfortunately. There are over 500 requests (960 for our department)across the City, just like yours, across the City.
As for the "get out from behind your desk", that is uncalled for. Besides the fact that I live in the neighborhood and am very familiar with the situation, I am not an engineer or planner. AND it does not matter what I observe. What matters is your experience. This intersection is actually already on our list due to the requests coming from the Hilltop Neighborhood association. My job, with these massive amount of requests, is to remove duplicates; consolidate narratives, and create a list of issues and requested solutions. This means that the engineers and planners can digest and prioritize, so they can tackle the issues without getting in the weeds.
I am here to make sure you are heard. This is my job. As for the engineers and planners getting out from behind their desks, they have done a walk through of the area with some from the public and your council person.

So, now let's actually be productive.
Wile anyone can go and see the situation, you are living with the situation. Someone else might have a solution that won't fit your needs without your input. Your voice is vital if any solution is going to work.
1) You say you are playing chicken. Is this as a driver or a pedestrian? The solution really depends on the answer.
-The intersection at Baldwin and Washburn is unsafe. [Got it]
-Two active driveways [? Are they pushing into traffic and in their desperation to pull onto Baldwin, they don't watch out for pedestrians? And/ Or they don't generally look out for pedestrians as they pull out of the garage?]

FYI - It truly sucks that we are only getting to us now. I hate generic messages, although I sometimes need to do a quick one just so someone knows they are being heard, but then I need to follow up within a week.
There is nothing I hate more than passing the buck. Even if I get something that isn't an issue my Department addresses. I figure out where the request goes and get it there. The public should not have to guess who is going to take care of an issue. That is just ridiculous.
If it helps, the engineers and planners here, that have not been answering these requests for years, do really care and are amazing. They simply did not have the administrative support they need and were drowning. Our new Department of Infrastructure and Director Patel, has made the public a priority.

I will post all of the requests from the Hilltop Neighborhood Association here for this intersection, but note that there are more issues for the entire area Newark to Rt 139 and Oakland to Palisade, so please don't think that the entire length of Baldwin in your neighborhood is not being looked at.
III. REQUEST – Delineators at the NW corner of Baldwin Ave and Washburn St. Those traveling east on Washburn St, have a hard time pulling into the intersection since cars park right up to the corner.

The following are about lighting:
IV. REQUEST – Lighting in the area of 348 Washburn St. There is a street light there, but it is out. It may be out by request of the adjacent apartments that would get the glare from the street light. If this is the case, then we would ask for a diverter to direct the light only at the sidewalk/street.
V. REQUEST – Lighting in front of 345 Baldwin. There are two lamp posts here, but no bulbs.
VI. REQUEST – Lighting in front of 346-348 Baldwin St (near the intersection of Washburn St). No lighting in this area of Baldwin Ave from Washburn St to Rt 139.

Traffic cameras were amazing, but then they were outlawed by the State back in 2014 because a town abused the program.
This an issue all over Jersey City and we are putting in a lot of fixes as quickly as possible. When I am driving, I feel like i should not stop at crosswalks for pedestrians because I am putting their lives in danger. I stop, the pedestrian thinks it is safe to walk across, but the cars in the opposite direction (coming from a block away) don't stop. A taxi almost ran over a woman crossing and then the car a few car lengths behind the taxi had to screech to a halt or actually kill the pedestrian.
It's like pedestrians are completely invisible to many drivers, even when an intersection has blinking lights!!!
Most of the engineers here, bicycle to work or take public transportation and walk, so they are personally aware of the situation and in addition to finding solutions for what already exists, they are creating infrastructure practices for the Planning Board to require. City Planning is also full planners that are working hard to increase pedestrian and cyclist safety. Hang in there, your neighborhood is not forgotten.

Issues:
1) Pedestrian safety crossing both streets due to aggressive driving
2) Driver safety due to the sightline on the west side of Baldwin
3) Failure of cars to stop for pedestrians
4) Drivers pulling into (not parking) the crosswalk, blocking a clear path for pedestrians
5) Speeding along Baldwin, especially btwn the intersection and Rt 139
6) Dark
7) The driveways from two high density buildings (345 & 348 Baldwin) empty across from each other, on Baldwin just north of the intersection
Requests:
1) Traffic signal
2) Delineators at the northwest side of the intersection
3) Crossing guards (must request through Public Safety – Samantha at the RRC forwarded this request back on 9/14/23)
