In addition to those lights, there are equally bright lights on the opposite side of the house that shine toward my house and yard, and the street. They are not on sensors either.

The owner was sent a certified letter requesting action. COD has stated that the owner was notified as well. There is still no change in the lighting.

That stinks. I’m sorry. Perhaps knocking on their door to have a conversation May get you the response you are looking for. These pictures clearly show the issue. Best of luck in getting this resolved. Maybe install temporary black out curtains for the time being
