Some self-absorbed loser spray painted the whole length of the metal bridge railing with a wavy red line, terminating in the words "I love you this much." An ode to some equally self-absorbed type?

It's similar to the black wavy line that was painted on a stretch of railing further west on the same path. These people have no respect for public property and aesthetics.
