Still parked there, they came by and put an orange sticker on it and some guy was scraping it off a few hours later. Why does it take a year to have it removed from the street

Hello All , Please address this matter. This Commercial Vehicle has been parked since2021 . Capitol Avenue is showing symptoms of Street Congestion! This is an obvious concern! TAKE ACTION. 12/28/23
