I was told it's legal for people to smoke in the park, some convoluted rule, I had to phone back to get the details, she wouldn't give them to me at the time on the phone, but apparently, they can't stop people from smoking in the park.

Helimech, thanks for the comment. Whether it's now legal or not, it's still littering, and I thought that was at least a bylaw offence. And if it is now legal, then the Parks department should put out the outdoor butt receptacles. My husband smokes, but puts his butts in dog waste bags that I get from the dollar store. There's no excuse for throwing butts on the ground.

I've lived 2 blocks from Moody for over 10 years, walk through a couple of times a week, I've seen a bylaw officer in there ONCE and I see people smoking and flicking butts EVERY time. I've complained a few times to the city, they don't care is the basic response I've gotten from them.
