Thanks for reporting. Overflowing trash cans in the city seems to be a frequent recurring problem. If there were more of them, and more regular pickups, the streets would probably be somewhat cleaner.
Maybe they could cut some of the 6-figure salaries at City Hall and use the money to pay for more bins and getting them emptied more often?
