Please reach out to your ward Counselor about having a petition for a berm install. Based on the pictures provided, it does not appear a berm was ever installed there and thus a "Berm Repair" would not apply here. I believe you would need a Berm installed.
Additionally you could consult with a third party for an install of a private storm water management system to collect the road run off of precipitation and discharge it to a near by wetland and or landscape area.
