Park Avenue, Co. Route 623, falls under the responsibility of the County of Morris. They are currently finalizing the details to repave the entire road from Main St in Madison to Columbia Road in Morris Township, which should include repainting crosswalks. Any suggestions for improvements should be forwarded to them as soon as possible. We will forward this to the Madison Police Traffic Safety Unit for their consideration. Sidewalks are the responsibility of individual property owners.

Morris County is going to be paving Park Avenue in the near future. Once the road is repaved, they will be re painting the crosswalks. Then tentative schedule is go mid May. I will update as the project progresses.

Thank you. I have reached out to the county and was provided with this information:
The County of Morris has the responsibility to maintain Park Avenue from edge of pavement to edge of pavement. Curb, sidewalk, walls, and items such as crossing flashers are the municipality’s or adjacent property owners responsibility. In the case of crossing flashers, those would be a municipal responsibility. The condition of the sidewalk is also a municipal concern as they would need to reach out to the individual property owners to replace any broken sidewalk and enforce efforts to keep the sidewalk clean and clear of snow.
….
I am copying in the County Traffic Engineer, Debra Dellagiacoma so that she sees this email string. She will reach out to the Madison Police Department and Town Engineer to discuss your request. Funding for the design and installation of flashers would need to be provided by Madison.
….
I hope that Madison can address this safety concern for all residents, especially of students, walking to school and downtown. The crosswalk flashers near the middle school(where pedestrians can push a button to activate flashers), with another “alert” flasher prior to the crosswalk (before the bend in the road at the crosswalk) would alert incoming traffic that pedestrians are crossing.
