Description
At the intersection of Jennings Chapel and Florence Rd, when going east on Florence Rd and attempting to bear left on to Florence Rd, there are trees next to the fence along Jennings Chapel Rd that obscure sight to oncoming traffic coming west on Jennings Chapel Rd. The trees have grown over the past few months and it is a hazard to those attempting to turn left onto Florence Rd. Could the county request the owner of the property to remove those trees to remove the sight hazard? Other larger trees with the same issue were removed several years ago, but in the meantime the remaining trees have grown and pose a similar hazard as previously. An investigation has been completed and it was determined that trees/bushes do not create sight distance issue. According to Howard County Design Manual Volume III, the sight distance is measured staying 10 feet back of the adjacent road. If there are motorists who are choosing not to obey the posted speed limit signs (speed limit on Florence Road and Jennings Chapel Road is 30 mph), I encourage you and other residents to contact the Howard County Police to request enforcement - it would aid them if you can provide them with a typical time of day you notice speeding the most. An alternate option is to request the HCPD deploy a radar speed feedback sign; this device is temporarily installed on a rotating basis. Both requests can be made through the HCPD non-emergency number, (410) 313-2929.
HCPD is accepting the reporting of non-emergency traffic complaints via online reporting at the following link: https://www.howardcountymd.gov/police/report-traffic-complaints. Complaints are being accepted in three categories, Isolated Traffic Incidents, Recurring Traffic Incidents, and Parking Complaints. The internet portal is what is used by HCPD to determine and schedule enforcement.
