Hello. These temporary traffic control signs are related to ongoing night construction in the vicinity of I.B. & S 200th St. It's not uncommon for these signs to be laid on the ground like this while work is not occurring. As long as the signs are not obstructing the sidewalks and are not sitting within private property, we allow this. From what I can tell, although the sign is laying on the back side of the sidewalk, it's still within the ROW.
I'll have our inspector check it out just to make sure it's not a sign for the Sound Transit project that is no longer doing any work within the roadway.
