Thanks for the update. As of today, 11/9, the issue still exists.

Code Enforcement has made contact with the owner and inspected the vehicle. The vehicle is mostly operational, needing only a current license and a new tire to bring it into compliance. The owner is aware of what they need to do to be in compliance and is working on the issue.
