Description

Illegal dumping in underpass off Seminary Eastbound exit from 580 as it goes to join Calaveras. It might be called the Davenport Underpass as it's stamped on a column in the underpass. Debris is blocking half of the roadway. Very dangerous as it's very dark in there.
