All weekend they kept riding wheelies, in and out of traffic, have even called dispatch and did nothing

I had called a few days prior to that and was blown off and asked “what are they doing besides riding on the street?” 6-8 of them just a few days ago blocking sidewalk of Bremer St Market, riding wheelies down Bremer, riding on sidewalks, etc. many people in this neighborhood have cameras and can confirm. This happens during the week and even more on weekends when they are riding/trespassing illegally and tearing up the trails all over Rock Rimmon.
