Is this a surface water management resolution placed by the city or is the homeowner simply trying to protect their property from flooding?! This has been an ongoing issue for quite some time and this solution is not ADA compliant.
David & Fuzz, I, the homeowner, did this. I have contacted the city multiple times over the years with no action. Maybe now they will do something. It's unfair that my property has to deal with the lack of action by the city. Fuzz I sent you a video.
Karen, I suspected - which is why I phrased the question a bit open ended. The video suggests surface water not being collected properly. Clearly neither the bags nor the water collection system as is should be left that way long term. Not sure what the reasonable answer is short term but I hopefully you and the city can collaborate soon to come up with a reasonable solution.
