Thank you for reporting it Tab. I just talked with my crew to learn more. It's a utility (stormwater) maintenance project led by the Town. Pedestrian detours were to be put in place by UNC so you might either double-check for detour signs or contact their Transportation office. Technically there is no sidewalk on the east side. It's my crews' understanding that the detour is to use Raleigh Road and Raleigh Street to bypass the construction. It is a "flagging" operation so flaggers should be willing and able to assist pedestrians and cyclists who get "trapped" in the construction zone.
