Carolina Place Neighborhood is a quiet, family oriented residential neighborhood with many children. People are using 21st St. as a cut through from Market to Castle. The speed limit is 25mph on 21st. People speed in excess of 45mph and many repeat offenders go as fast as 55+mph. Pender Ave. at 21st is also the entrance to the beautiful Wallace Park for Carolina Place/Ardmore residents. A four-way stop at Pender and 21st would immediately fix the problem, as would WPD traffic surveillance on a consistant basis. It's downright dangerous to cross 21st at Pender Ave. Does a child have to be run down entering the park before something is done?
