Why is a variance necessary? Each detached duplex has the required off-street parking as per the IDO. Each home has 2 garages and one parking space. 3 or more bedrooms only require 3 off-street parking spaces. Meanwhile we can not walk down the street because you allow are neighbors to park on the sidewalk.
