Get a life, you think you're the city of benicia's HOA or what?? The ivy needs to be cut. The city issues that order, but illegal parking?? Go find a hobby, if this was illegal parking BPD would of issued a few tickets already.

If there's a violation of SeeClickFix Terms of Use, I hope I'll learn exactly what the violation is. I submitted two pics, so the 2nd one showed up in a comment without a description. That 2nd picture was taken on the west side of Turner looking north and it shows the overgrown ivy that makes it difficult for pedestrians to pass through. The first and main picture is on the same side of Turner, but looking south.
