The AT&T cable installers dug up my expensive Palmetto variety of St. Augustine grass (shade tolerant) when they installed their cable. They replaced it with some cheap weed infested grass that dried up and died within three days, even though I watered it. I want them to come back and, at the very least, install grass that is not weed infested and will live for more than three days.

It turns out that no one in Pembroke Pines government knows or cares about what goes on in the easements. I was told that the city does not know what contractors are used and what they do in that magical tract of land that doesn't seem to part of the city, county, state, or country. According to the officials I spoke with, the utility companies can do anything they want. Either that is true or the person I spoke to didn't want to be bothered putting forth the effort to help. Either way, the city is worthless.
I tried to talk to AT&T, and you guessed it, they kept transferring me to customer assistance where I spoke to broken English customer service representatives who could not understand me, so they heard cable, installation, and problem, prompting them to transfer me to technical support, over, and over, and over...
