How can someone be expected to shovel to the street on a corner lot when the plows deposit a mountain of snow to block access? The fault doesn't lie with the homeowner.

Snow plows usually come for the last time through the business area after midnight. Reason being is that all of the cars will be off the street(from the "we survived the snowstorm parties at Chat 19, The Globe Lusardi's etc.) As for the sidewalks the law is that it must be passable 24 hours after the snow ends. I would assume it would have to be wide enough for a wheelchair.

I checked with the Village and they told me that if neighbors file a complaint then the police will investigate. The problem is if homeowners are out of town there's no one to discuss it with - although the owners are indeed obligated to contract with someone to keep their sidewalks clear while they're gone. Given the obvious widespread disregard, the law is toothless. So good luck strollers, wheelchairs, elderly, students....
